After a bunch of attempts, I've probably just re-created the wheel.
But, just in case you were wondering, it is possible to create Lithophanes using Vcarve Pro 10. I had already used Photo Vcarve to create a litho from a photograph of our daughter. I wanted to use the same picture and see if it could be done using Vcarve Pro 10. I did use Gimp to remove background distractions from the picture. All other procedures were done with VCP.

Here's the recipe that I used:
Photo Vcarve toolpath in VCP
I used .125" translucent white Poly carbonate about 5"X 6"
Start depth 0
Max carve depth .11
Stepover retract .12
60V .25 dia bit
Tool setting: pass depth=.115, finish path step over=4%,clearance step over= 24%,Speed was high but producing chips without any welding, feed=200 ipm, plunge=40
Raster spacing 7% line angle 30 degrees
I used double sided interior carpet tape to hold the plastic to a 1 inch thick block. This kept the surface flat, since there was not much room for error.
Cutting time= 24 min. 43 sec.
The whole process was about the same as using Photo VCarve.
There were a whole lot of trials before this worked the way I hoped.

And...Don't forget to use the Picture Editor tool to invert the picture for a litho, and convert to grey scale.

Some have used solid surface material with success.
