I just upgraded to Version 9. The half-tone gadget is consistently returning an error despite varying configuration of parameters.
The error is this: (Method EnsureHomeZIsSafe)
No matching overload found, candidates:
bool EnsureHomeZIsSafe(ToolpathPosData_Base&,bool*,bool*)
Anybody know what I'm doing wrong?

Are you running the latest version of v9? That issue was fixed in 9.009 as far as I'm aware. 9.010 is the most recent version.

I thought that gadget is for Aspire. Am I wrong?

Yes it is for Aspire only. There was no mention of VCarve in this thread.
If you want to do half tones with VCarve (works with Aspire as well) then you can use Jasons' program - http://jasondorie.com/page_cnc.html - export as DXF, import into VCarve and create a VCarve toolpath using the circles.
