Regular Grid Importer
This gadget is used to convert a point cloud scan into a 3D component. It supports many file formats providing the data was captured in a regular grid format with the points evenly distributed.

Google search for them. There are lots around, usually topographical. You have to be careful though as even though they have the supported file formats not all work as there are subtle differences with the formats. A bit like the way gcode is.

Google for things like "regular grid point cloud files" "DEM files" "HGT point cloud files" "PCT cloud" and any sort of combination of those. You'll find all sorts of links to libraries and downloads. As I say though a lot won't work but many will.

Can Regular Grid Importer be used to create a carving from a photo?
If so how do I go about it?
At the beginning of the week I found a post by a gentleman that was creating carvings form photo's, but I am unable to find his post again.
I am very interested in carving from a photo. Can anyone help me?

Depends on what sort of carving you're looking to do. PhotoVCarve will do lithopanes and grooved photo carving. Aspire will do those plus 3D relief (with a bit of work) from a photo. A gadget isn't needed.

I have watched the Vectric Videos a number of times. I us Aspire 8.0v and work in modeling extensively. A photo I would have to model every component of the face which I can do.
This week I saw a post from a young man how was very good at photo modeling. I can not find the post today. I have looked at other post that us V-Carve but that is not the look I wont.
I am looking at DEM also but still confused.
