CMT 60 is definitely not 49.5 deg. I didn't consider the three flutes the first time, but it looks to be in the mid/high 50's.

I measured a few V-Bits I have.
CMT-Laser 60 degree - 2 cutters
Freud 90 degree - 1 cutter
As measured with a light probe on a ST Industries Optical Comparitor with M2 computer software.
This is a professional industrial measuring device.
Professionally measured, by me.
I train machinists how to use this device.
The cutters I have are all less than 1 degree out of the claimed angle.
They are within 1 degree of the angle they are supposed to be.
If there are problems with using these cutters the root cause MAY be something else, but not likely the cutter.
If the centerline of the spindle on the machine is not perpendicular to the workpiece or the mounting table of the machine the cause and effect MAY appear to be a bad angle. The real issue "could be" in the perpendicularity of the spindle to table. I suspect, this is a far more common issue than most people give credance to. It is a difficult concept to grasp and a difficult this to measure and adjust, so it is overlooked.
As to the quality of the cutter - I am NOT calling the manufacturer on the quality of their cutters. There is nothing wrong with them.

Keep in mind - I also measures a Freud cutter.
In the past I have measured Freud, SGS, Melin. All within acceptable specs.
