When using keys to move vectors, how do the shift and CTRL keys change the increment of movement?

Found the answer.

Arrow Key alone .0156 per click
Shift/Arrow key .0786 per click
CTRL/Arrow key .0036 per click

F4 will let you adjust the nudge distance.

Only at the zoom level you're currently on. The amount of movement is a factor of the level you're zoomed into not a fixed amount. Ctrl will reduce the relative distance and Shift will increase it.

If you want to move by a fixed amount press the F4 key to bring up the Snapping Options and set the Fixed Nudge Distance. Pressing Ctrl-Shift-Arrow will then move by that exact distance. Setting the Fixed Nudge does not affect the Shift-Arrow or Ctrl-Arrow combinations.

At what point do you hit F4? I am in the 2D view, I have selected a vector to move, hit F4, and nothing

The F4 key only brings up the SNAPPING OPTIONS DIALOG. You can enter the distances you would like to move into the dialog.

P.S. Thanks Adrian... I forgot that dialog was there :?

So I need to move a row of vectors 1/8” what would be the best combination to move it the least times but be the most accurate?

How I would do it.
1. Select vectors with a click-drag right to left.. (Selects everything the selection box touches.)
2. Use the "Move selected objects" tool to move.
Good judgement comes from experience.

To expand on FixitMike's post:

Use the relative move option. Positive values move right / up and negative moves left / down.
