I was wondering if there is an easy way to edit a line vector. What I'm thinking of is to click on the line, then change the length in the dialog box. I've been dragging the ends, but it's not very accurate.

Use the Size (shortcut key T) tool. Resize using a percentage rather than a value if the line is not horizontal/vertical.
You can do do relative and absolute moves on nodes as well by typing in values in node edit mode you don't have to drag.
Guide lines and/or the grid along with snapping can be used to align ends to precise points/distances. The Extend vectors tool is also very useful for adding onto single line vectors with an angle to them.
As with most things with VCarve there are lots of different ways of doing the same thing.
