3mm smaller all round

Hello, ive traced round a simple shape, its actually a motorcycle wingmirror. I need to copy the outline, i can do this with just copy/paste but i need the new pasted outline to be 3mm smaller than the original all the way round.

So another way of saying this; A concentric ring 3mm inside the original shape. How can i achieve this please?
