In case OP comes back. I tried loading the DWG file in Rhino and it choked. I looked at the DWG file and the version code at the beginning is AC1032 which a search tells me is AutoCAD 2018.
So, export or save the DWG file as DWG AutoCAD 2004/2005/2006 to import into Aspire and all should be fine.
