Here's a sign recently did. It's made of Pine, and is 8 1/2" x 15". Not only did I get to use my cnc, but also got to my jointer/ planer on a 2"X11" building lumber. I had hanging around. The only thing I noticed was some areas no matter how much I sanded, the fuzzies came back.

You can seal the fuzzies with shellac before sanding - it helps but not perfect.

Leo is on the right track.

Use sanding sealer (thinned out shellac, you can make it yourself with a bit of alcohol). Thin works really well because the thin mixture carries into the pores well.

After that, I use about 220 or so sandpaper to defuzz. Then, I reapply the sanding sealer, sometimes two coats since it dries really fast. Then I steel wool. You will be amazed. After that you can apply a finish, shellac works as a base for most common finishes.
