Question about offset

Say I offset lower left and enter 2X 2Y.
Is that where the center of my object will be?

Not clear on what you are asking. I'd suggest that you experiment with what you are describing and see if you can answer your question.

Then could you explain how to use the offset or how it works please.
Is there a video of how to use offset.
I would like to do a 3d carve and it requires a roughing path
and a cleaning path.

Is there a video of how to use offset.
I would like to do a 3d carve and it requires a roughing path and a FINISHING path.
Look at the Lioness video tutorial at about the 5 minute mark.

The best way to understand the Boundary Offset is to play with the setting and observe the preview.

Here's generally what I do.

On roughing toolpath, I use a boundary Offset equal to the bit diameter and a Machine Allowance of .02"
On finishing toolpath I use a Boundary Offset equal to at least half the diameter of the bit plus just a little more. Example if I'm using a .0625 ball nose bit I'll set the Boundary Offset to .07.

From the original question I thought that the question was about the offset on the job setup not about boundary offsets in 3D toolpaths. Just goes to show that we need as much info in the first post as possible.
