with out opening a existing project or creating a new one
how do I edit the toolbase database
i'd like to completly redo it
i want to add areas
anyway to do this

The tool database can only be accessed with a job loaded. Just create a new job and go to the Toolpaths menu and select Tool database. The database is independent of jobs so it doesn't really matter what you have loaded.
