I'm trying to figure out the best way to tool the attached drawing,I can export as a 3ds from sketchup and then carve the whole thing I think or is there a better way using the moulding tool path, in order to make the whole design I was going to ply together enough plywood to get 2 3/4 thick but maybe I'm looking at the set up in correct so if someone has some input please share the proper or easiest way I should consider or be doing this. I have 1/4" and 1/2" ball mills and regular mills,Id like to try and get all the radius carved in to the design around the gutter portion, this is a boat gutter and lid section. I'm only needing to cut the top side facing upward in the design, the bottom side wont need carved.
Thank you in advance

I am having a difficult time understanding the drawing.
But I will take a stab at it.
Since it is so thick I would mill up lumber to create the frame in layers. Similar to this:
Notice how the corners will overlap each other, think of it as an easy way to make a bridle joint.
I would get it roughed to shape and then probably run a moulding path on it.

I'd remove most of the material with pocket toolpaths.
You can do the roundovers with profile passes using a roundover tool like these:

This is far faster than 3D toolpaths.

Is there a specific purpose for the round-over inner part? Could a chamfer with a 90-degree v-bit serve as well? Or for that matter just leave it "square"?
With the right vectors this can be cut entirely with pocket toolpaths. The only exception would be that round-over. With the appropriate bit that's a profile toolpath.

In my shop, 3D tool paths are only used as a 'last resort', in situations where its simply impossible to do it with 2D tool paths. Profile cuts are king, pocket tool paths are okay, moulding tool paths are usable, with 3D tool paths coming in as a dead last resort. . .
