2.5D and 3D Sign

Still new to the searching of this forum, so if this has already been discussed please point me in that direction.

But I am trying to make a sign with a 3D fish and then some raised lettering (2.5D) below it. I've been able to cut 2.5 and 3D before...Just not in the same program and or set up.

Attached is a picture of what I have in mind. Material is .75 thick, I would like the fish to be .5 in height, and have The Chase's only be .25 in height from the same level as the base of the fish. An inch boarder that would only get cut out at the end. How do I go about roughing the fish and finishing it along with cutting out the letters? Any and all help would be appreciated!

Create a boundary vector around the fish then selecting the text, outside boundary and boundary around the fish create a pocket toolpath .5" deep.

Then to lower the text by .25" create a boundary box around the text only and create a pocket toolpath .25" deep.

I might be tempted to run the 0.25” Pocket over the Text first. Then run the 0.5” Pocket around the Text and overall. I’m imagining the Text would be less likely to break off in chunks if the 0.25” Pocket was run first. Hard to say - I may be too paranoid.
