You need to install the files in a new folder in the following location "Public Documents\Vectric Files\Gadgets\VCarve Pro V9.5". On a default Windows 10 install Public Documents is "C:\Users\Public\Public Documents".

Yes, but you need to close and restart VCarve first. If you put the files in a folder of their own then they'll show up as a sub-menu on the Gadgets menu and if they're in the root level then they'll show directly in the Gadgets menu but I wouldn't do it that way unless the gadget only has one file.
If you've created a folder with spaces in it then you might need to replace those with underscores (_) instead. Used to be an issue with spaces in the early days but it might well have been fixed by now.
