Click on their name and the option to send a PM will appear in the next screen. Not everyone has the ability to send/receive PM's on the forum though.

As Adrian has said the ability to send private messages isn't automatic anymore, Vectric disabled it for new accounts some time ago I believe for privacy reasons.
If you don't have the ability to send or recieve private messages then you need to contact Vectric support & ask them to turn this feature on for your account
