Open Adze's file and take careful note of the specific vectors that are being selected for each toolpath. You are not selecting the inner vectors along with the outer vectors when you are creating your toolpaths. VCarve Pro has no way to know that you don't want to cut the interior pieces down to the same level as the bottom-most layer, so you have to tell it by selecting both the outer vector for the pocket and the inner vector where it should not cut.

Jan, On the second pocket you need a couple more lines.
One line is the outline of the first rectangle with the word Michigan.
You need to isolate that.
Next line is a square larger then the large M.
Once you have those and select them - you should be good to go.
