Note that the vectors used for the fluting toolpath define the path of the center of your cutter. The actual cut will be beyond the vectors by the cutter radius. Also, the deep end will have a flat equal to the cutter diameter, because the cutter has a flat end.
Once can make the toolpath more efficient by connecting the ends of every other path with a small vector and using the Ramp Both Ends option. Then the cutter will go up and down the ramp rather than lifting at the bottom and returning to the top.

You could also accomplish this with a moulding toolpath. Don't have time for a detailed tutorial, but you should be able to get the gist from the videos.

The moulding toolpath will make staircase steps since the tool cuts across the slope. The fluting toolpath will give you a smoother surface with fewer passes.
