Here's a knockdown stepstool design for you. I haven't actually made it, so there might be a mistake or two. I believe that the assembly will be obvious.

Go to the ShopBot website. Under "ready to run projects" there is a sizzor stool. Doesn't break apart, but folds up really nice. It's about a foot or so tall.

Reviewing my plan I've made these changes:
1 Length changed to 12"
2. Radii added to ends of stretcher.
3. Dogbone fillets added to inside corners of stretcher.
