Scaling down a project

I have a project that I want to make. X is 72 inches, Y is 9 inches. I want to scale X down to 48 inches but I want the Y to remain at 9 inches. Can I do that and if I can how do I do it?

Use the scaling icon, unlink the restraint, type in values, and click apply.

Set Selected Objects size icon (2nd one under Transform Objects) on the Drawing tab or press the T key which is the shortcut for that tool. Make sure Link XY is unchecked and enter your new values into the appropriate boxes.
