Trouble with joining open vectors

I received a DWG from a client and I'm not able to apply tool paths due to the shapes not being closed vectors. It appears that each line segment is its own closed vectors therefore I can't join the entire shape. Any known fixes for this issue? The file is attached.

The problem appears to be duplicate vectors
Select duplicate vectors and delete them then you can join vectors (only 3 will remain open)

I joined both shapes with the join tool without any problems. Depending on what your toolpath strategy is going to be you'll probably have to do some cutting/joining of the vectors on the left hand shape.
