Does anyone have a file to cut out wooden toy wheels?

Would these work?

Originally for granddaughter's fourth grade covered wagon project. Perhaps scale or modify to suit.

Attached are two sets I did for a stagecoach. I used the one without spokes then used bamboo skewers sticks that I got from Walmarts. The other has spokes if you don't want to go through that much effort.
